Sept. 11 was not completely unexpected.  Chapter 3 of the final report of
the Gore Commission outlines the threat and makes the recommendations that
are being put into place now that the threat has been realized.
Unfortunately, in 1997 President Clinton faced a rather uncooperative
Congress.  The entire text of the Gore Commission Final Report can be read,

In reply to the question by Jacob Martin The answer is simple...as do
the military...most of the EMS and
firefighters would have gone in to try to get the people out. I know a
lot of EMS and firefighters who risk their life and safety every day to
save someone. So do not belittle any group who serve! You dont have to
be in the military to be a hero! Those who serve at home are heros, and
just because they are not facing bullets does not make them any less
heros.
