[KL7AA] AARC Club Meeting Tech Talk Tonight

The Tech Talk after the meeting tonight will be on APRS (remember
APRS?).  There are some good applications out there these days and
some good, practical capabilities we've been ignoring for years.
We'll be rolling APRS into our local ARES plan, so come see how we are
doing it with APRSSI32.

APRS isn't just about tracking vehicles and objects.  There are some
VERY powerful messaging tools in there, that if used correctly, could
really be helpful in an Emcomm situation.
