[KL7AA] Effective now the 220 mhz Winlink RMS is again online

Yesterday we realigned the 220 mhz radio and TNC at EARS to support the
Winlink Packet RMS Service. Its running at 9600 baud so it is quick. 
Its also tied to the MESH Network we operate in the area.  You use it
that same way you use any RMS, using a radio and TNC package you can
send and receive emails over over your radio, you can also use TELNET if
you are unable to operate on air for some reason but have an internet
connection.  You DO NOT need to be on the MESH Network to use the area
RMS's.  They are connected to the internet normally, only when that long
distance network is down will the MESH become standalone.  Allowing
critical services to remain functional on a closed network to support
emergency communications and not rely on the conventional internet or
networks. Effectively by using one of the area RMS (VHF/UHF/HF) your
already on the MESH via Ham Radio.

Frequency- 223.660 FM
Radio- Bridgecom BCM 220
TNC- Kantronics 9612+

To access the RMS you need to be running software that supports Winlink
Packet, like Winlink Express (aka RMS Express) which you can down load
from "https://winlink.org/WinlinkExpress".

Packlink and Airmail also support this.  Packlink is available from
"https://downloads.winlink.org/User%20Programs/".  Airmail is an older
program but can be found at the "http://siriuscyber.net/airmail/" website.

Area HF RMS is up scanning several frequencies:

WL7CVG     10,143.700 KHz    Pactor 1,2,3

The above mentioned programs also support the PACTOR modes.
