In event you were not aware; a company has requested the FCC to permit 
operation of remote controlled TV camera devices in the 430-449 MHz 
amateur band for surveillance purposes.    Although intended to be used 
only by law enforcement, firefighters  or security personnel for safety 
of life situations and inspections of areas that cannot easily be viewed 
otherwise, the proposal also suggests that operation would be terminated 
in event of harmful interference to other radio services.
 
Knowing the FCC’s track record in controlling BPL, power line and other 
Part 15 RF noise devices, this proposal really makes no sense.  It is 
highly unlikely that the intended “public safety” type users would 
terminate operation even if they could be identified and asked to close 
down.
 
Although the proposal received about three dozen of similarly-worded 
brief support messages from emergency responders (probably at the 
suggestion of the petitioner), the ARRL and several amateurs (including 
myself) filed both formal and informal comments asking that the proposed 
operation be denied..

file on the FCC’s electronic document filing system web site.   If you 
cannot find the files, I can send the public notice and ARRL reply if 
you want them.

p.s.   The FCC has made it very easy to submit both formal and brief 
comments in its rulemaking proceedings.  This is the first time I have 
tried to use the electronic comment file system.  Although the initial 
comment period closed on Tuesday, Reply Comments can be filed up to June 6.
