[Kenwood] TS-700 PL tone kit?

Long ago, when early FM rigs needed PL (CTCSS), I used a Communications 
Specialists SS-64 (encode - PL/CTCSS only), or a TS-64, which included 
receive (decode PL/CTCSS).

You may be able to find these on eBay or similar ham radio sales sites.

They are easy to install - you just need voltage (5-28VDC), a ground, 
and wire(s) to the audio section(s), and a few optional wires.  The 
decks are kept inside the unit by double-sided tape if only one PL 
frequency is needed.  There is a DIP switch that has to be set for the 
frequency of the desired PL tone, and there is a small pot to adjust the 
amount of PL audio insertion.
