[Kenwood] ts830s crystal oscillator question

I am working on an 830s whose crystal oscillator frequency is 8382 khz
instead of 8375 khz. Because of this difference the signal will not pass
through the 455khz Murata filter. I have tried the trimmer and it is only
good for about 700hz. I also swapped crystals, trimmer, and padder with no
change. L16 and it is properly adjusted. I have not yet checked Q3 or Q4.
Does anyone have an idea what component(s) in the oscillator circuit could
be causing this variation in frequency? All other inputs to the first mixer
have been checked good. The problem has been isolated (I think) to the
crystal oscillator. Thanks in advance.
