Is the SG switch on the rear apron in the right position? It remove the
screen voltage from the tubes in the wrong possession.
Do the tubes draw idling current when the radio is put into transmit mode
with the send switch or microphone?
Is the filament switch on?

Prior to selling my TS-520 to a fairly new ham, I had problems with the
relays sticking in transmit mode. I went into the radio, removed the relays
for inspection, and replaced them. I never opened them, or tried to clean
them. Just taking them out, and placing them back into their sockets, seem
to resolve the problem. I used it for several days, and made several
contacts with the radio, before releasing it to its new owner. I was
hesitant (due to the fact that he has never deal with tube type equipment
before). I went over the tuning proceedure with him numerous times, and
even had him write down the steps. I now have the radio back, and it will
not transmit at all. The receiver seems to be OK, but only receives the
strong signals, but the drive control has no effect on the sensitivity of
the incoming signals. I have checked the 6146's, the high voltage, and the
bias, all is normal. Any idea's or help would be much appreciated. Thank
