You can also get the switch from ASTRON. I bought several to have them 
on hand. One of the symptoms of a bad switch as the fact it cannot 
provide any load, but shows an output voltage. This is due to the 
current flow for voltage is actually through the neon lamp in the switch.

Another problem could be the LM723 regulator.
