[Kenwood] TS511 blowing fuses

HI,

I have a TS-511s that keeps blowing power supply fuses.  If I turn the unit
on and leave it in receive mode, it draws about 1 amp.  The draw fluctuates
a bit. after a couple of minutes the current increases to around 2 amps for
a bit and then the power supply fuse blows.

Could this be the C2 and C3 electrolytics in the the 511?  I check one, out
of circuit and the leakage current was low but fluctuating and the power
fact was 60.  I am not sure how to interpret the power factor reading.

Any idea where to find replacements?
