[Kenwood] TR-7730 issues.

I've recently aquired a Kenwood TR-7730 2 meter FM transceiver from an SK's estate. It 
works adequately, but there are two issues with it I would like to fix:

1) there is a very noticeable whine in the audio, both receiving and transmitting. After 
doing a bit of sleuthing, I believe that this is coming from the frequency synthesizer, since 
the noise changes characteristics (but not frequency) when operating any of the 
frequency-control or scanning functions. I suspect that some bypass capacitor or more 
than one, on the DC input lines are defective, but haven't a clue where to look for these.

I have managed to down-load and have printed off a service manual, but that is 
essentially useless for my purposes, since the schematic is almost too tiny to read. Of 
course, I can print off sections of it at much bigger size, but it is still difficult to read.

2) When power is turned off at the front-panel switch, everything reverts back to nothing, 
every previous settting and anything stored in memory is erased. From what I read in 
both the operating manual, and in the service manual, it seems that as long as the 13.8 
VDC source is still connected, this shouldn't happen. There is a separate connection on 
the rear panel to a backup power source, and I suppose I should connect that, but doing 
that seems to me to be a band-aid fix and doesn't address the underlying problem. 
According to the service manual, there is a special circuit, IC-4, which is some sort of 
"backup power source".

I am wondering if these two issues are related.
