[Kenwood] TS-940S meter slam mod?

An early TS-940S I'm working on when turned on or turned off, the S-meter
slams the right side peg. Otherwise the radio works quite well.

>From searching the internet and the Jeff King ZL4AI TS-940 pages, I found a
reference that in early radios this was normal. A change was added to the IF
board to prevent this from occurring in newer radios such as 1988 version
production onward.

I know I could just accept this as normal since it probably doesn't hurt
anything except the pain the needle incurs (hi-hi) but if anyone has the
details on how to fix this I'd appreciate hearing about it.
