[Kenwood] UT-10 23cm module problems

Anyone have recommendations on who might be able to troubleshoot and repair a UT-10 (1.2gig option module for the TS-790A)? This is a unit I just bought that was supposed to work. Just installed in my TS-790A. There are two problems, the first one is that, it doesn't transmit CW. Depressing the key in CW mode, the rig switches to transmit as expected and sidetone works, but there is no RF power output, not a glimmer of an indication. The second problem is that the unit does work of FM and SSB, but with the power control at max, I get less than 1 watt of output instead of the expected 10 watts. I don't have any real test equipment for the 1.2gig range so no way to shoot the bugs myself, like measuring stage gain to see what isn't amplifying. So this is a case where I'll need to send it out. I've already talked to Clif at AVVid and he doesn't work on the UT-10 transmitter, so I need to find someone else. Any ideas?
