[Kenwood] TS-870S

Recently raised a brand new dipole-center fed.
It goes from one 4 story building, over a 2 story building to another 4 
story.
Distance above "roof top" is 20 ft or so. New coax also.
I have an antenna tuner in line with 1.1 to 1 SWR. Power out is only 35 
watts.
I tried four SWR meters all the same reading.
Solid state radio not like my Drakes so I can't change the finals.
Any ideas?
