[Kenwood] TS-940S AVR? problem

I just picked up a very nice looking condition TS-940S early SN I think 51K,
that seems to have a voltage problem. It had apparently sat unused for
several years so the seller thought it worked perfectly when last used.

When turned on, looking at the VC position, the needle quickly pegs then
goes back to the left. My own TS-940S shows a slight kick but does not peg.

The receiver seems to work OK except the encoder seems a bit jumpy at times.

On transmit, on the bench, key down, I see 28 VDC on the VC position but the
power slowly comes up with an occasional kick of the VC to the right peg.
Once I saw that I did no more testing for fear of damaging the PA.

For those experienced with this fine radio, do you suspect the AVR board and
if so what are the typical failure components? If not the AVR then what?

Any other suggestions?
