[Kenwood] TS450S Tx problem SSB

When I got this radio, power output on CW and FM was close to 150 watts,
and in SSB only 5 watts, no power on AM.
I got the service manual and replaced IC15 and IC8 in the IF  PCB, as well
as the associated electrolytic condensers. Also replaced the audio power
amp electrolytics, C104 was starting to leak.
Now the radio is giving 100 watts output in CW and FM, 20 watts in SSB and
no power in AM.
I wonder what else can be happening because the TIF signal out from the IF
card is still not as high as in CW but I do not know what else to check. I
checked all the switching diodes, all show ok with my DMM,
The CAR signal from PLL going into IC8 is 3V p-p, I guess this is a normal
value.
Any hint? I have been reading some info on the web and I saw quite a few
cases reported but not one answer....

Appreciate if anybody can give me a clue,,,
