[Kenwood] TS-850 display self increments from 14mhz to 30mhz

I am looking at a TS-850 for a local ham.
If a master reset is done, the display self increments from 14mhz to 30mhz and stops, it 
takes about 15 seconds to complete its journey.
If power cycled it will remain at 30mhz, unless a master reset is performed again.
Also none of the buttons respond. except those that have a function when they are held 
during power up, like the master reset or extended function mode.
Anyone have any ideas, suggestions?
