[Kenwood] TS-930S autotuner problem

I have a TS930S autotuner which is tuning well from 18 MHz to 28 MHz but
not  from 14 to 3.5, the motors do not stop and cannot get minimun SWR.
I suspected it could be RL8 which changes from T configuration from 18 to
28 to Pi configuration from 3.5 to 14, replaced it but the problem
continues.
Anybody who has had this experience? I do not know what else to look at.
I have another one which has a bad main board from where I can grab spare
relays, etc..

Any hint?
