[Kenwood] TM-731a 2 Meter Receives Off Frequency

I have a dual band TM-731a transceiver that does not receive 2 meters on the correct frequency.  Set the radio for a 2 meter repeater or simplex frequency and the receive barely picks up the signal unless you tune about 5 kHz away.  Two meter transmit works well and the 440 band works well also.

Does anyone have a suggestion on how to troubleshoot and fix this problem?  I have the service manual and hoped I could align the radio but do not see 2-meter adjustments that would help.  A friend has a service monitor and experience to help me fix this if I get a better idea of what to repair.

I think it may be a common problem with the radio since another friend has the same problem with a TM-721 mobile dual bander.
