We enabled them.  That cleared up our issues.

You have to get into the device manager, re-assign ports if needed, and 
then enable RTS and CTS.

These used to be a readily accessible set of items.  It now requires a 
bit of digging into the DETAILS tab for the USB port or USB built-in hub.
