[Kenwood] psk31

Help!
Kenwood  ts 2000 radio using hrd and 780
For weeks I have been trying to get my transmit to work on psk31.
I hear the psk signal going out on a monitor and it sounds good.
But no-one answers except a person three blocks away.

I am running 30 watts. audio levels at 80% of rated power. The antenna a bw 65 horz
folded dipole at 20 feet good loading and swr is good. But does not seem to get out of Dodge.
I am set up for 9600, speech compressor off amd using a home brew interface between my laptop , windows 7 and my radio.

It receives good from all over the country and beyond.

Any Ideas?
