[Kenwood] TS-950SDX Power Meter Alignment

I have discovered that the power output meter on my TS-950SDX is quite a bit off.

I'm trying to follow the alignment steps on page 200, item 13, in the service 
manual. It's a little confusing. Can anyone clarify ?
