[Kenwood] TS-940S - Digital A board. Are these mods OK or best removed?

I have a TS-940S which has a few issues
* PLL loses lock and so radio stops working.
* Low audio output level.
* AVR board has suffered a major burnup, and has not been repaired very well.
I decided to pull out the boards and look over them to see if there was
obviously anything wrong with them. Cold joints, broken tracks etc.
The digital A board appears to have a number of resistors stuck on the track
side of the board, which I can't see in the service manual, so I'm guessing they
might not have been performed by Kenwood.
Does this look normal?

I was a bit unimpressed to find a number of mods to the DC-DC converter, which
are shown in the service manual as components put on the reverse side of the
board. I would have expected kenwood to have made new PCBs and not modified the
old ones with bits stuck on the rear.
