If it has been turned off and sitting for a long time first simply try
powering it up and leaving it on for a few days.   I have seen
idiosyncrasies disappear after a few days, sometimes it takes a week.

Another thing to try if it is possible with that rig is a firmware master
reset.

Is there a dedicated p.s. only for the PA?  Is that working?   If you put
it on AM, transmit with a 30 watt carrier and give it audio what happens?
