Kenwood TS-440 S HF Transceiver that does not transmit.
This TS-440 works fine on receive.  However the finals are
extremely leaky / partially shorted, so the 13 V DC has been
removed from the finals.  This unit functions fine as a
receiver, but just does not transmit.  I see three ways you
might want to use it:
1)  Replace the finals and use it as a transceiver as
originally intended.
2)  Use it as is, as a very good receiver.
3)  Use it as a parts unit.  It does not have the "dots problem"
of any of the PLLs unlocking.  It is fine on all bands.  Maybe
you have one with the "dots problem", and could use this one as
an easy fix.
I should note that the S meter bulb also needs replacement.  $200
