[Kenwood] TS850S help wanted

I Think we need to ask this question.

Does the power vary BECAUSE the rig is tuning?

Does the power vary if the rig is NOT tuning?

In other words, is the rig not tuning and we are seeing the power vary 
because it keeps trying to tune and wont quit?

Sorry if my questions are not specific enough.
