[Kenwood] TS850S help wanted

Hello, I have a TS850S. When i put the TS850S in tune mode i watch a outboard wattmeter and the power peaks to 100 watts then drops to lets say 90 watts then back up again and keeps repeating this until i take it out of tune mode. Is this normal? I have change powersupply and there is no change. I found a burnt choke L 37 1u on the I F board. I don`t think it has anything to do with my problem at hand. I bought this rig a few years ago from a old ham. Everything seem to work find until i tried to hook it up to a amp and thats when i notice the power out fluctuation on a outboard meter.I did take the amp out of line and it does the same thing just to be clear.
