[Kenwood] Help with TM-221A

I've got a TM-221A (bought new in the 80's) that's lights up everything on
the screen (backward "F" in all digits and the upper menus like "SPAN" and
"CTCSS" are all lit) and responds to nothing.

 

Any ideas?
