[Kenwood] TS-850S problems

Greetings to all,

        I have a Kenwood TS-850S with problems.  When attempting to operate 
below approximately 1.7 MHz, the radio goes a lock up mode.  The "On Air" 
light lights up and fan turns on.  The radio will not receive and will stay 
this way until a higher frequency is selected by any of the various methods. 
Second problem.  The VOX does not work.  The radio transmits normally when 
the transmit button is press or PTT is activated in either SSB, or CW.

      The blind ham who owns this radio attempted to do the mod to open the 
transmitter to general coverage.  When I received this radio it had other, 
very strange problems associated with switching between VFO's/memory and 
entering frequencies by the key pay.  I restored the radio to the original 
configuration and all of the problems cleared up with the exception of the 
two mentioned above.

        I know nothing about this radio and do not have any of the manuals 
for it.  Any suggestions would be greatly appreciated.
