I don't think he said the human ear couldn't hear beyond 3 KHz.  He said most speech information is carried at frequencies 3 KHz and below.  He is correct.  However, the human ear works at frequencies up to 20 KHz.

Actually, it would be more  correct to say a young human ear.  By the time a person reaches middle age, a substantial portion of the upper range has been lost.
