[Kenwood] TS-850SAT won't stop scanning

Oh well the easy fixes are all taken. Measure the voltage on the up
and down pins on the mike jack. They should be the same. One is
probably lower than the other and that's the direction it's going.
Look for a shorted cap on that scan line.
