The notion that the data may be encrypted is not correct.

When a company or corporation has logic or programming in an end device, 
I.E., computer or radio, they will protect their interests with the use 
of PAL chips.

These are Programmed Array Logic ICs.  These have an internal fusible 
link.  Upon programming them, verifying the content, they use a pulse of 
specific voltage and current to burn the link.

This allows the PAL to function as programmed, yet it does NOT allow 
someone to READ the contents of the IC.
