[Kenwood] TS 870 TL 922A problems

Hi All

I have my 870 connected to a 922A (with good  tubes).  The issue is there 
seems to be a delay for the full output to be  reached at the 922A.  It is as if 
the 870 output ramps up slowly.  I  see this on CW.  I have the CW delay set 
at 2 ms in the 870.   

All this sounds subjective, I know......but when operating CW often I  get 
guys coming back to me sending an m for a w.  Another indicator is the  swr 
power meter seems sluggish to get to the full output reading. 

Yes, I  realize it is an analog meter......but 

Once I am running on cw (sending  an exchange) the meter bounce is normal.  
It is at the onset that I see  what appears as a ramping of the 922 output 
which I think is a function of the  870 output ramping.  The delay to get to full 
output is less than 1/2  second........or something like that.  But I don't 
see this when  'running'.

The 870 is producing 100 watts out.  The amp is running about 800  out.

Any ideas or is this viewed as normal?  The operative word here is  ramping.
