  Ensure that your rig is indeed producing carrier output at the time of failure. As Bob suggested, use a dummy load in addition to the real antenna when testing. 
   
  I suffered from a bad case of "cockpit error" one day when I thought my rig's internal antenna tuner wasn't functioning. It acted just as you described yours is behaving. The problem was solved when I realized that I had no carrier ouput feeding the tuner.
   
  So, although you have turned the carrier control clockwise, ensure that the rig is producing power output.
