[Kenwood] TS-950S Question

I've been storing my father-in-law's TS-950S (not the SDX) and he asked
me to get it out of the box and put it on the air just to make sure it
still works.  Now I've used 440's, 450's, 480's, 830's, 850's and 870's,
but have never played with the 950.

I fired up the rig, put it in the FSK mode and keyed it into a dummy
load.  I got 200W no problem.  I cranked the power back to 100W and
that's when I noticed something I thought was odd.  When I key up the
rig, the power jumps up to maybe 40W, and then slowly ramps up to 100W.
Takes maybe 2 seconds to come up to full power.  If I set the rig back
up to full output, the power jumps up to 200W instantly with no ramping.

There's no VSWR so it shouldn't be foldback.  Is this normal behavior?
I want to use the rig on the air, but that power ramp up is going to be
an issue when running vox.

Any words of wisdom from the 950 owners.  Break-in is set to semi, not
full.
