[Kenwood] Kenwood TS820

Transmitter has very low output (about half a watt) but receiver working fine
 Replaced all the valves with no result.  Grid and screen voltage OK.  Bias setting OK.  HT OK.
Can't get any ALC.
Does anyone have any ideas please?  I am at a loss as to what to try next.
