Deteriorated rubber goop in the VCOs that control those frequencies.  Common problem, not fun to correct.  There is a service bulletin on it.  I did get mine working again for a few years by picking the rubber out of a couple of the VCOs (1 and 5???).  Can usually prove the problem by blowing a hair dryer into the VCOs which dry out the rubber and the PLL locks (dots means unlocked).  Real way to fix is to remove some components, clean goop and put in new components.  What happens is the rubber goop was put in to stabilize the mobile radio from vibrations.  It has deteriorated, absorbed moisture and messed up the PLL circuit so it cannot lock.  I can look up some of the specifics if you need, but a google search for words like "TS-440 PLL Unlock VCO rubber" should find enough.

P.S. My last round at cleaning it, I was testing it after picking off more goop and rested the RF board on the radio wrong and released some smoke.  Do not know enough nor have the time to trouble shoot.  Does not work at all now....
