[Kenwood] programming the kenwood th-g707a via computer usb ports

I own a Kenwood TM-G707A UHF/VHF Transceiver and I'm
NOT able to program it via computer. I'm using a USB
port as COM 1 but for some reason the radio will NOT
let me program the frequencies I have listed to be
programed.
 
Any help in getting my TM-G707A Transceiver programmed
will be appreacheated. It has Phoinex AZ PD as well as
SWA emergency frequencies and AZ State Police in which
I have NO use for. If the previous owner programmed
these freequencies into the radio I should be able to
program GMRS frequencies into the radio as well as
Amateur radio frequencies.
