All, the culprit was the 100pf cap mounted on top 
of the relay board. It fried and shorted. I could not 
see it until I cut the RFC lead where it attached to 
the 10K 1 watt resistor for the RF voltage output reading. 
I noticed an extra small piece of sleeving and a lead. 
After cutting the lead the short was gone. I removed 
the cap corpse and soldered the RFC back.
Hurrah, it works. 
In reviewing the incident leading up to the problem, 
evidently I accidentally keyed the transmitter when the
antenna was not good. That's why I went to my friends 
house, to check his  antenna. The high voltage fried 
the cap. So I will get a 100 PF at 3KV and solder it 
across the antenna output connector to replace the 
shorted cap. 
I reference this for all who may have a similar output 
circuit. BE SURE you have a load on the output 
before keying the transmitter.
Even after 58 years of experience, I forgot to make 
sure there was a load on the output before applying 
power.
My EE Prof's should be rolling in their graves laughing.
