[Kenwood] TS-440S - Un locked Antenna tuner / installation

       Sounds to me like you are trying get the tuner to tune an already 1:1 match, i.e. the dummy load. The tuner can't tune something that doesn't need tuning!

I got a used antenna tuner which seller promised is in a working
condition (he still agree for full refund) and installed it in my
TS-440S. the problem is that the tuner do not lock because can't "see" a
reasonable SWR. When I bypass the tuner all work fine and SWR is 1:1 (I

All connections/wire where checked and assembly was according to Manuel
instruction.
