It really sounds more as if you have a bad solder joint somewhere in the
transmitter output that's in-line only on 15m, that was disturbed when you
disassembled the radio. At some point, the problem is likely to reappear.
If so, I would look for something specific to the transmit chain only on
15m. If receive is also affected, you'll have to go back further.
Someone, somewhere, mentioned they had erratic problems with a TS130 or
TS680 whereby some bands would not work at all (blank display or dots on
the display, which indicate no RF output to the frequency counter). I,
too, encountered that on my TS130S. I discovered that all the
non-operational bands came back to life when I retuned the VCOs for each
of the affected bands according to the Service Manual. Apparently, 20+
years is sufficient for those things to need repeaking. I'll wait and see
whether those bands fail again before undertaking detailed troubleshooting
to find components whose values may have drifted over the years.
