I am sending you some pictures of my VOX-3 hookup, front and back, as
well as hookup instructions and a copy of the VOX-3 manual.

As far as finding a plug, there is a dummy plug on the back of the
TS-700A that needs to be inserted when the VOX-3 is not used. That is 
the type of plug you'll need to use. I haven't seen any actual 9-pin 
plugs for quite a while, but check out  Antique Electronics Supply
http://www.tubesandmore.com/ and search on part number P-ST9-900 it's
called a "socket saver" and it looks like something that you might be
able to use to create a couple of 9-pin plugs from to make your cable.
May not look pretty, but should work.
