[Kenwood] Rf gain effect on S meter

I own a 60 mil ser # TS-870 and it has developed a problem . IF I turn the 
RF gain all the way up and get full deflection on the S meter and bring it 
back down below S9 the meter drops suddenly all the way to 0. The Audio 
isn't affected . For I can hear the difference in signal strength as I lower 
the gain. It is only on the meter. This only happens in SSB not CW or AM. 
Any thoughts or cures would be greatly appreciated.
