[Kenwood] TS-520 low power output

The TS-520 that I bought recently has low  power output. I've removed the 
three tubes and checked them and they all check good. I don't have a mike so 
I'm checking the output by turning on the heaters, putting the switch to 
tune, turning up the carrier, flipping the send switch and trying to tune it 
for full output by adjusting the load, tune, and drive knobs. Most I can get 
out is about 5 watts! I'm not familiar with this particular rig and I don't 
have a manual! Am I doing something wrong?
