Hi Gordon,
Question... does the fuse blow with the heater switch in the off position ?
If not then you've isolated to problem to the final stage. Flip you
meter switch to the HV position and turn on the heaters. If the HV shows
about 800v and then starts to drop as the bottles heat up it looks
like you have a shorted tube.
You can turn the unit on with no tubes without damaging it, just be
careful of the B+. Be sure you discharge the B+ before trying to
reinsert the tubes since the PSU has no real discharge circuit other than
470k resistors across the B+ caps.
If the fuse still blows regardless of the test above, you should check
all the diodes in the rectifier unit for shorts as well as all the
filter caps as Patrick has mentioned.
