[Kenwood] Kenwood TM-V7A Display Lines

A Kenwood TM-V7A had a clean display, no lines,
was moved to a new location and suddenly there
are lines, lots of them.

The only immediately obvious difference is that
the new power supply source is 12.1vdc instead of
13.8vdc (both are base applications).

Is it possible that a lower supply voltage could
cause the lines?

If not, are there specific components in the LCD
display driver circuitry that fail and cause the
lines?
