[Kenwood] TM-2570A Tx VCO out of lock

My TM-2570A is going out of lock on Tx.
The PLL adjustment Step 3 or 5 look like they should have different
test frequencies like the Rx VCO.
Does any one have corrections for these steps.
It doesn't work either way so i have a problem.
Yes these VCO's are potted... :<
i have checked the kenwood web site and found nothing.
i have the service manual.
