it stands for National Telecommunications and Information 
Administration.
NTIA is the U.S. agency that regulates communications for U.S. Federal 
Gov't. users.   www.ntia.doc.gov   FCC regulates all others.

NTIA established the availability, bandwidth and freq. stability 
requirements for the new amateur radio channels allocated in the 5 MHz 
range.   the previous post means that the rigs on the list meet their 
standards for use on USB on those channels.   I imagine the list only 
applies to U.S. hams who have FCC enforcing NTIA's requirements.
