[Kenwood] TS480 tension lever question

Hi, I wonder if anyone with a TS 480 would shed some light on how the
tension lever is supposed to work with this radio?  From reading the manual,
I get to reduce the drag, move the lever to the left, to increase drag, move
the lever to the right.  I have tried both directions and the lever seems to
have no effect on the tension and does not stay in one place.  Is this
normal?  Perhaps I might have a lemon lever here.  Just curious how this
works for other folks.  Seems like a real neat radio in all other respects.
