Thanks for the help folks, and the schematic.

I have fixed the power supply.


 It had Computer type cord, 3 prong, but only had a 2 wire cord attached. 
Cord was marked + on one side so former owner must have realized he had an 
issue. If you grounded it, it blew fuses.

ANYway, a transformer wire was pinched under the transformer(brown wire). I 
had zero Ohms between case and ac leads....nothing obvious, so I put ohm 
meter on and flipped unit over and slowly loosened the transformer hold 
downs...VOILA! Infinity.

I am glad it wasnt in the transformer.
