Short answer is No.  Looks like you do have wrong connector (assuming you want to run standalone GPS/D700 ops without a computer).

The RS-232 is used to hook up a computer to program the radio or to run an APRS client with the D700 in TNC PKT mode (i.e. the internal APRS firmware turned off and all operations being performed by the client on the computer)

I may have purchased the wrong cable.

I WANTED a cigar lighter power to the round plug on the back of the Garmin GPS III.
and then the old style round plug also supplies Data In & Data Out to a 2.5mm 3 conductor 
plug which goes to the jack on the D700A.

What I GOT was a cigar lighter power to the round plug that fits on the back of the Garmin 
GPS III and a cable that runs from the cigar lighter plug with a 9 pin rs232 type female.

Can anyone tell me if the GPS data in and data out are also on the D700 rs232 connector?
If so, which pins?
